You can then assign a Project Director to it. PD in turn starts requisitions for other roles required for the project.
Operations incharge or Manpower allocation incharge can see them in teh Manpower report and assign the appropriate talent to them.

If you have divisions and cross division transfers require approvals, you can implement rules for it.
You can reserve a talent ( PM, PE..) in advance to future projects. So you can assign a PM to a project for a time period and then specify the next project he/she is reserved for. When the first project ends, PM is automatically assigned to the next project.

- Recruitment / talent acquisition group can look at the resources required and the time period they are required and acquire the talent from outside appropriately making it a very focussed activity
